Mario Arvelo and the President of the International Fund for Agricultura Development (IFAD) Gilbert Houngbo shake hands at the closure of an Executive Board session. The Dominican Republic seats at the governing body representing Latin America and the Caribbean together with Argentina, Brazil, and Mexico. The close personal and working relationship between them goes back to the electoral process that ended in February 2017, when the Dominican support for the Togolese candidature proved decisive for delivering Houngbo’s victory.
